For this to work, comment moderation needs to be enabled:

This appears to be working consistently on self-hosted and simple sites. On AT sites, the pages reloads but no message is displayed. This can lead commenters to think their comment has been lost.

Steps to reproduce

1. Visit a post on an AT site while logged out or in incognito.
2. Leave a comment and use an email address that does not match any users on that site or in dotcom
3. Notice how the site will reload but no messages will be displayed

A clear and concise description of what you expected to happen.

I would expect AT sites to show a similar message.

Nothing, the post reloaded when the comment was submitted but no messages were shown.
