About Troy Miller

President & CEO

A senior executive with more than 30 years of management and business experience, Troy A. Miller was elected as President & CEO of NRB in July 2022. He had served as the interim CEO of NRB since March 2019. Under Miller’s leadership, the association has recaptured a strong financial position, grown its membership, and significantly enhanced programming, networking, sponsorship, and exhibition aspects of the annual NRB International Christian Media Convention. Miller is also currently President & CEO of NRBTV, where he has served since June 2005.

Miller served with distinction in the US Navy from 1983-1988, including time assigned to the Naval Engineering Command at Ingalls Shipyard in Pascagoula, MS. Miller was part of the commissioning crew of USS Bunker Hill. He worked for personal computer company Gateway, Inc. for ten years and was involved in leading several business startups, including Gateway’s expansion into Europe and Asia, new manufacturing facilities, and global information technology application strategy. He served as the executive vice president and chief operating officer for D. James Kennedy Ministries. Miller has spoken at seminars on strategic business planning, information technology integration, organizational development, and Christian apologetics, as well as training pastors in the Far East.

About Michael P. Farris

Mike Farris serves as NRB’s General Counsel. Farris previously served as president and CEO of Alliance Defending Freedom (ADF) and is widely recognized for his successful work on both the national and international stage.

Farris was founding president of both the Home School Legal Defense Association (HSLDA; 1983) and Patrick Henry College (PHC; 2000). He continues to serve as chairman of the board of HSLDA and chancellor emeritus of PHC.

He graduated from Western Washington State College magna cum laude with a bachelor’s degree in political science, followed by a Juris Doctor from Gonzaga University (with honors). He also earned an LL.M. in public international law (with honors) from the University of London.

Farris has specialized in constitutional appellate litigation. In that capacity, he has argued before the appellate courts of 13 states, 8 federal circuit courts of appeal, and the US Supreme Court, where in 2018 he successfully argued NIFLA v. Becerra, resulting in a free speech victory for California’s pro-life pregnancy centers.

Farris has testified many times before both the House and Senate. He was an executive committee member of the Coalition for the Free Exercise of Religion that successfully lobbied Congress for the passage of the Religious Freedom Restoration Act of 1993. He also has substantial experience in international religious freedom advocacy.

Farris is the author of over 15 books, as well as law review and other scholarly and popular articles. He and his wife, Vickie, have ten children and many grandchildren.

About Noelle (Garnier) Huizenga

Vice President of Public Policy & Communications

Before joining NRB, Noelle Garnier Huizenga served from 2017-2021 in the White House Office of Digital Strategy, where she specialized in digital content creation and strategic communications. Following her service in federal government, Huizenga worked as a consultant and commentator with opinion and analysis published on a variety of topics in conservative media outlets. Huizenga joined NRB in August 2021. As the Vice President of Public Policy and Communications at NRB, Huizenga leads NRB government relations and public policy engagement and oversees NRB digital media. She holds a bachelor’s degree in journalism from Patrick Henry College.
