Barry is a representative from the spirit association sent to verify Bayside's hours.

When the students at Bayside learned that, through sabotage from a Valley student, their hours weren't counted and they had to get all 15,000 hours in a single day, Toddman suggested a dance competition, with mandatory participation by all Bayside students, to get the hours. Barry came to the school to observe and make sure all the students were dancing the entire time. At the end of the night, he blew his whistle and certified the results, qualifying them for the spirit competition.
