Misclassification of Website as Commercial

Hi,

I’ve asked for re-verification three consecutive days to classify the informational website pell-city.org as non-commercial. Any guidance on how to adjust the content to satisfy the requirements would be helpful. The site represents a municipality and does not sell advertisements.
