Are you talking about the same person purchasing and completing the course, or are your referring to two different people – the one that purchased the course is NOT the student taking the course?
No, not the same person. Send an email to the purchasing person when a student finish the course.

Hmm I think I can see the use case here, like, for example, a parent purchasing a course that their child can take. Is your use case similar to this one?
For such cases, we don’t currently have a feature that allows the course purchaser to “pass” the course to the “real” student taking the course. Ideally, you change the email address upon purchasing the course on the site’s personal account page to ensure email notifications about courses and similar reach the actual student.
We have a feature request open about that, so I added your +1 on it.
