Apparently widget visibility should be enabled by default.
But that’s not what I’m seeing:

As a workaround I’m enabling it by going to the database and copying over the Jetpack settings (look for “jetpack_active_modules” in “option_name” on your options table) from a previous Jetpack install that was configured the way I wanted.

That’s right. In our latest design we removed many of the individual settings. You can read more about this decision here:

That said, you can still access a list of your Jetpack modules in order to turn off the Widget Visibility or Contact Form module.
Go to the Jetpack -> Dashboard page on your site’s dashboard. Scroll to the bottom of the page and click on the “Debug” link.
Then, look for the link that says “Access the full list of Jetpack modules available on your site.”

Are you using the latest version of Jetpack – 4.8.2 ? It is a new link in the latest version.
