Site-neutral payment reforms have emerged as a rare point of bipartisan agreement in health care. Last week, with support from Arnold Ventures, Paragon Health Institute hosted Medicare Site-Neutral Payments: A Commonsense, Bipartisan Reform. The clear takeaway for me: it’s a “no-brainer” for Congress to enact site neutral payment policies this year. The event united former Department of Health and Human Services Secretaries Alex Azar and Kathleen Sebelius in making a strong case for site neutral payment, which was echoed by a terrific panel of experts from the Center for American Progress, American Enterprise Institute, The Brookings Institution, and Paragon. Right now, patients pay up to 4X more for routine health care services when they’re delivered in a hospital-owned facility instead of a doctor’s office. The current payment policy fuels consolidation by large hospital systems that can buy up smaller physician practices, change the name on the door, and charge more. This drives up spending in Medicare and the commercial market and means patients, employers, and taxpayers pay more. But as the secretaries noted and the panelists all agreed, these increased prices are not leading to better, safer care. There continues to be momentum behind site-neutral payments, offering Congress the opportunity to save money for patients and taxpayers while also reducing incentives for harmful consolidation. He is pursuing a bachelor’s degree in International and Public Affairs and Computer Science. At Brown and in Providence, Ben is deeply immersed in community engagement and grassroots organizing. As the advocacy lead for Housing Opportunities for People Everywhere (HOPE), Ben collaborates with both local tenant organizers and leading elected officials to research and advocate for legislation advancing housing justice. While at Arnold Ventures, Ben was able to bridge the gap between his community engagement experience and technical skills to advance evidence-based policies. He hopes that the insights gained into America’s breadth of nonprofit advocacy and innovative research will enable him to implement solutions to injustice.

He is majoring in Africana Studies and International and Public Affairs. Diego also serves as the vice president of recruitment and training for the Brown Debating Union. While at Arnold Ventures, Diego gained valuable insight into our #Democracy and #Climate portfolios. He appreciated the chance to learn about our Democracy grantees, and how their work is making an impact across the country. In addition to his academic pursuits, Diego serves as the co-founder of Space City Camp, an online speech and debate camp that seeks to minimize inequality in #debate by offering a free one-to-two-week camp run by some of the most experienced and accomplished debaters in the country.
