Friday evening's barricade highlighted some key points we present in our Initial Response to Barricades class. First, patrol officers and supervisors should be prepared to handle a barricade for about two hours before the arrival of SWAT and negotiators. This isn't a hard and fast rule, but absent some exigency, around here that seems to be a good planning time. Patrol established good containment and initiated communication with the subject with the PA. They directed the subject to call 911, which he did. A sergeant spoke to the subject on the phone for a time. But the subject's phone battery died, leaving patrol with no means to continue the dialogue. In our training we discuss transitioning to SWAT and CNT when specialized resources are necessary. When SWAT and CNT arrived, we were able to introduce a drone through which we could speak with the subject, and a throw phone, equipment not available to patrol officers. The subject was distrustful of police, and still in an emotional state. I relied heavily on active listening skills, specifically open ended questions, summarizing and emotional labeling, to build a rapport with him. I minimized the seriousness of the incident during our conversation. My secondary did an outstanding job providing me with critical updates. Using her information, I introduced a "hook" to the subject, which was the motivation he needed to come out. I had introduced the surrender plan to the subject early in the conversation. When he told me he was coming out I reiterated the surrender plan and had him say it back to me, so there would be no misunderstanding. The subject followed my directions and was taken into custody by SWAT safely. A barricade can be a complicated machine. Effectively managing barricades takes teamwork, training and practice. Our Initial Response to Barricades training is based on 17 years experience as a negotiator and hundreds of barricades. Between May 20th and Memorial Day, May 27th, officers from the Geneva, St. Charles and Batavia police departments worked in collaboration to increase enforcement of traffic violations that have led to an increase in serious crashes throughout the area. Officers specifically combined their efforts enforcing violations along the four main roadways that stretch between the three communities (Randall Road, Route 31, Route 25 and Kirk Road). ​In total, 290 drivers were stopped over the one-week period for violations specifically sought by police which included: speeding violations, distracted driving, seat belt usage, and Scott's Law, also known as the “Move Over Law" which requires drivers to change lanes, if they can do so safely, or reduce their speed significantly and proceed with caution upon approaching any emergency vehicle or other vehicle stopped on the side of the road. The largest percentage of vehicles stopped were stopped for speeding violations. According to statistics provided by the National Highway Traffic Safety Administration (NHTSA), speeding is consistently one of the leading causes of injury and fatal crashes in the United States. The Geneva, St. Charles, and Batavia police departments have a shared goal to ensure everyone arrives at their destinations safely. All three departments noted they plan to continue their enforcement efforts in hopes of reducing crashes throughout the year and keeping our roadways as safe as possible. #whykane #memorialday #trafficsafety

Massachusetts Protecting the Politically Connected and Elected: Criminality, Dereliction, and Complicity at the Municipal Police Training Committee (MPTC). The document you're about to review, obtained through a public record request, is a key piece of evidence of forged police training certification records. This card is a crucial part of our findings and was filled out by every recruit on their first day. It confirms that Sean Fountain never attended a police academy, confirmed by the Attorney General's Office. This security breach brings every record's integrity into question. I have one question. How does a forged training record from a defunct agency (CJTC), in the name of a former police officer who allegedly went to the academy in 1996, that we know never attended a police academy, find its way into the secured MPTC facility and then into their secured record storage area? The MPTC lied to investigators by telling us they didn't have the record. We can show the MPTC had the record NLT 24 Nov 2021, it was attached to an unsent email that I never received. They continued to tell us they didn't have it. During an unsolicited call from Director Ferullo, the investigator offered to come down and look through the cards to expedite the process. However, instead of appreciating the offer, Director Ferullo lost his temper and started screaming, displaying a complete lack of professionalism. This underscores the urgent need for accountability and transparency within the MPTC. In the midst of his outburst, he inadvertently mentioned he had two yellow cards from the class but never disclosed who they belonged to. When Ferullo regained his composure, he said he would look for the Fountain card and call back. He called back on the 29th and didn't leave a message. James O'Brien, the former unit supervisor for the Attorney General's Public Integrity Unit, declined to investigate in June 2021 for lack of evidence. His subsequent appointment as the new Chief of Staff & General Counsel for the MPTC, accompanied by a $33k pay raise, in such close proximity to his decision at the AG's office, raises serious questions about the integrity of his actions and the MPTC's practices. On 30 March 2022, the investigator received an unscheduled conference call from James O'Brien, the Chief Operating Officer, and a Record Access Officer from the MPTC. During this call, the investigator was notified that they had found the Fountain yellow card. They made no mention that they had planned to send me the card back in November, we learned of that in June 2022. The discrepancies and deceptive practices uncovered at the MPTC necessitate more than a cursory review. These events suggest systemic failings within the MPTC and its leadership that necessitate an independent investigation. We also recovered other forged records from the MPTC.
