Job Responsibilities
This position will perform expert level professional duties required to accurately perform financial accounting functions necessary for GAAP basis financial accounting records for the Treasury and Banking Divisions of the SC State Treasurer's Office. They will also assist with complex financial analysis projects, compliance, research and executive initiatives. Job duties include:
Agency Minimum Qualifications*:
A bachelor's degree in finance or closely related field is preferred. A minimum of seven (7) years of full-time, progressively responsible fiscal experience in accounting, finance, debt management, auditing and/or banking. Strong Excel skills.
Additional Requirements
Must demonstrate expertise in the use of automated accounting systems and/or financial reporting systems. Ability to identify and recommend strategies and initiatives that improve an agency's financial programs/systems. Sound knowledge of governmental accounting principles and practice, understanding of governmental financial statements, and the ability to analyze and interpret complex financial data and reports. Ability to interpret and apply rules and regulations. Ability to draw upon analysis of others and make recommendations that have a direct impact to operations. Must be a critical thinker who can reason through issues and provide solutions. Ability to establish and maintain excellent working relationships with other employees, technical staff, management, vendors and executive level staff within and outside state government. Ability to communicate effectively orally and in writing. Ability to make presentations and prepare reports. Must be sensitive to the completion of tasks and meeting deadlines. May be required to work beyond the core hours.

Must be able to safely lift and carry files, books and reports weighing up to 20 lbs. Must be able to sit, stand, and walk for intermittent periods of time. Must be able to reach, bend, and twist at the waist to perform filing, desk work and operate general office equipment.
Preferred Qualifications
Extensive experience in SCEIS (SAP) is preferred.
Certified Public Accountant (CPA) is highly preferred.

They will also assist with complex financial analysis projects, compliance, research and executive initiatives. Job duties include:
- Performs and presents in-depth research on financial, legal or technical issues and special projects involving the Treasury, Debt, Investments & Banking functions for the agency. Presents research or findings in oral or written form as may be required. Implements process improvement initiatives.
- Provides accounting support to various treasury accounting, banking and investment functions.
- Supervises the preparation and review of monthly, semi-annual and annual investment reports to include reconciliation and review of the portfolio balances and investment income to ensure the accuracy of the reports.
- Researches and resolves complex investment accounting issues for SCEIS. Proactively researches solutions to prevent future events.
- Maintains standard cost accounting systems, including the recording, processing, reconciling and compiling of financial data not captured by normal financial accounting processes.
- Analyzes agency business operations to provide technical advice and direction to senior management on the analysis, planning, organizing and controlling of agency systems and services involving financial areas and materials.
- Develops and maintains positive relationships with external customers and other professionals including internal and external auditors. Identifies operational gaps or weaknesses and suggests areas of improvement to operational procedures as needed. Provides solutions to address risks associated with operations oversight.
- Coordinates and assists with Treasury, Banking and Investment related external reporting. Ensures compliance and conformance with generally accepted accounting principles and reporting requirements of federal, state and local entities. Serves as one of the agency’s subject matter experts for Governmental Accounting Standards Board (GASB) regulations. Monitors and ensures compliance with GASB updates and regulations.
