Summary
Would you like to lead a dedicated in-house construction team preserving, restoring and maintaining awe-inspiring monumental and historic building facilities? The Construction Management Division (CMD) performs construction, renovation and artisan projects for jurisdictions serving Congressional and Supreme Court clients. The Director provides professional engineering policy formulation, strategic planning, program oversight, administration, safety and operational management.

You must meet the United States Office of Personnel Management's (OPM) qualification requirements for the advertised position. You must meet all eligibility and qualifications requirements by the closing date of the job announcement. For the Executive Core Qualifications and Technical Qualifications, you are required to submit a narrative response addressing your specific knowledge, skills, and abilities that demonstrate your possession of the qualifications. Candidates’ possession of a bachelor’s degree or higher in engineering or architecture from an accredited college or university is preferred. Applicants must clearly show possession and demonstrated leadership experience, normally obtained over several years by serving in positions at the GS-15 level or equivalent for each Executive Core Qualification (ECQ) and Professional Technical Qualification (PTQ). Failure to address and meet any of the ECQs and PTQs via the vacancy questionnaire, will eliminate you from further consideration. Executive Core Qualifications: ECQ 1 - Leading Change: The ability to bring about strategic change, both within and outside the organization, to meet organizational goals. ECQ 5 - Building Coalitions: The ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments or international organizations to achieve common goals. Professional Technical Qualifications: PTQ 1 - Demonstrated experience leading an operational construction organization including full cycle delivering of construction, renovation and remediation projects of various size, scale, scope and magnitude; managing business operations including financial and performance objectives; and supervising a variety of staff from professional to trade employees. PTQ 2 - Demonstrated experience leading an operational construction organization including full cycle delivery of construction and renovation projects and supervising a variety of staff from administrative, professional, technical to a large in-house construction trade workforce. PTQ 3 - Demonstrated experience leading a construction organization that performs moderate size construction and renovation projects in support of high visibility clients. Describe your ability to deal effectively and persuasively with high-level executives resulting in major accomplishments in support project delivery.
