POSITION: DIRECTOR OF SYSTEM AND INSTRUCTIONAL PERFORMANCE

LOCATION: Central Office – Department of Instruction

POSITION SUMMARY: Leads and directs system and instructional performance in the areas of curriculum, instruction, assessment, and professional learning. Supports the system strategic plan by aligning districtwide initiatives in Pre-kindergarten through Grade 12 focusing on culturally responsive instruction, researched based strategies, evidenced based practices, 21st Century Learning, and technology integration. This includes responsibilities for strategic planning, school improvement efforts, budgeting, supervision, and evaluation.

REPORTS TO: Chief Academic Officer

Education, Certification And Experience

  • Must hold or be eligible to hold Administrator II endorsement by July 1, 2024.
  • Five (5) years of successful school and/or central office experience in an administrative and/or supervisory capacity.
  • Master’s Degree with coursework in leadership, system improvement, and/or instructional design required.

  • Demonstrated ability to multi-task and follow through to meet deadlines effectively.
  • Demonstrates highly effective skills in written and oral communication.
  • Possesses a valid driver’s license and motor vehicle insurance.
  • Demonstrate success in accomplishing tasks akin to those responsibilities listed below.

Essential Job Functions, Responsibilities, And Duties

  • Collaborates with Directors of Special Education, Informational Technology, Student Services, and Human Resources and Supervisor of Equity to assure system wide collaboration and coordination of instructional practices and supports for students for improving student achievement.
  • Supervises, coaches, and evaluates supervisors to ensure curriculum and instruction aligns with system priorities and classroom practice.
  • Creates the environment and expectation for collaboration among supervisors and learning specialists that leads to programing that is designed to be student-centered.
  • Collaborates with the Chief Academic Officer and Directors of Special Education and Student Services and the Supervisor of Equity to develop the Calvert County Instructional Framework and Multi-Tiered System of Support Guidance to align the work and make connections between priorities of the strategic plan.
  • Collaborates with the Chief Academic Officer, Central Office staff, site-based administrators, and teachers to identify the curricular and instructional needs of the schools and to implement programming, procedures and practices that enhance school effectiveness at every level.
  • Collaborates with instructional supervisors and specialists to develop a strong Tier 1 curriculum for Calvert County Public Schools.
  • Provides leadership in the implementation of the action plan for Pillars 1, 3 and 4 of the Blueprint for Maryland's Future.
  • Prepares, administers, and monitors the local budget and title grants with the Chief Academic Officer.
  • Coordinates the professional development schedule to ensure opportunities that support meeting the needs of each student through researched based strategies, evidenced based practices, inclusive practices and culturally responsive instruction.
  • Collaborates with colleagues to ensure a regular process to review student achievement data at the school and Central Office levels that will inform both curricular and instructional practice in all content areas.
  • Ensures a strong system-wide assessment program and regularly analyzes data to ensure system improvement.
  • Supports and assists schools in school improvement efforts.
  • Coordinates the identification, maintenance, and use of instructional technology and the development of webinars and videos to support the current technology for administrators and teachers.
  • Assists the Chief Academic Officer in developing recommendations to the Superintendent that ensures alignment to state mandates, expectations, and goals and supports student achievement expectations.
  • Recommends to the Chief Academic Officer those changes to curriculum/instruction that will assist teachers and schools in closing the achievement gap for all students and that will satisfy local, state and federal mandates.
  • Ensures the alignment and vertical articulation of Pre-K through grade 12 curriculum in all content areas.
  • Convenes regular meetings with staff to administer the curricular/instructional program and to better understand changes that may be necessary in both to reach goals for student achievement.
  • Chairs elementary, middle school and high school Instructional Programming and Curriculum Committees and Co-Chairs the Family Life Committee.
  • Observes the instructional program within individual schools and confers with the school principals as individuals and as a group to improve student learning.
  • Reviews and directs all guides, research, textbooks, examination procedures, grading standards, and policies/procedures related to the curricular and instructional programs.
  • Directs and responds to the day-to-day operations in the Department of Instruction.
  • Thinks, concentrates, and interacts positively with others.
  • Travels from school to school, as necessary.
  • Works well under stress and meets all deadlines.

Other Duties

  • Performs related work as required or assigned by the Chief Academic Officer.
  • Is available to work flexible hours as requested.
  • Works extended hours and weekends as necessary to ensure communication of essential information and to complete job tasks and assignments.
  • Is available to various student, teacher and community groups for education-related purposes beyond the regular workday.

PHYSICAL DEMANDS: Position requires significant periods of standing walking, and periodic lifting.

UNUSUAL DEMANDS: May be subject to flexible hours. Travels to schools as necessary.

FLSA STATUS: Exempt

TERMS OF EMPLOYMENT: Twelve (12) month position and salary commensurate with qualifications and experience applied to the 2024-2025 salary schedule for Administrators and Supervisors. All employees are encouraged to have automatic payroll deposit.

EVALUATION: Performance will be evaluated in accordance with the policy on evaluation as established by the Calvert County Public Schools.

EFFECTIVE DATE OF POSITION: August 12, 2024

References must be directly related to educational experience and must include current immediate supervisor.

Federal law requires that a new employee must complete the Employment Eligibility Verification (Form I-9) in person before beginning employment. Employment is conditional upon successful completion of a drug screen. Current employees of the Calvert County Public Schools are exempt from these requirements.
