The OHE is responsible for leading the development and implementation of the Department’s strategic vision related to health equity and inclusion, diversity, equity and access (IDEA) within the agency’s culture, practices and policies, as well as within the agency’s externally facing work. OHE works to improve health equity by reducing health disparities and addressing the social determinants of health for all Wisconsinites ensuring everyone can thrive and live their healthiest life.

This position is headquartered at the 1 W. Wilson Street office in downtown Madison and offers the option to work remotely up to 3 days per week. This schedule may vary based on training or operational needs.

Position Summary

Responsibilities

As OHE Director, you will lead the development and implementation of DHS’ strategic vision for equity, diversity and inclusion—both within DHS’ culture and practices and for the externally-facing work of the agency. In this role, you will supervise and oversee teams that build on existing research, conduct policy analysis and provide guidance to the Office of the Secretary on executive orders, requirements, and efforts related to equity and inclusion impacting the agency. Our team members have an unwavering commitment to doing the work needed to advance equity both within our workforce, and for the people we serve. Primary responsibilities include:

  • Providing education, communication, outreach, advice, reporting, and guidance on equity, diversity, and inclusion efforts throughout the department for both internal and external facing work.
  • Directing DHS efforts in addressing issues related to health equity while building and supporting a workforce and organizational culture that is diverse, inclusive and values the various backgrounds, cultures and life experiences that are reflected in the communities DHS serves.
  • Formulating, determining and implementing policy and budget initiatives that focus on improving health equity while reducing health disparities and addressing the social determinants of health for all Wisconsinites.

Salary Information

The starting pay is between $56.00 and $58.13 per hour (approximately between $116,400 and $120,900 per year), depending on qualifications. A 24-month probationary period is required.

Pay for current or former state employees will be set based on the rules that apply to compensation for the applicable transaction. This position is classified as an Agency Equity and Inclusion Program and Policy Manager and is in pay schedule and range 81/01.

Job Details

  • All applicants who may be appointed to this position will be required to allow DHS to conduct a background check to determine whether the circumstances of any conviction may be related to the job being filled.
  • DHS strives to hire individuals who demonstrate the ability to communicate and effectively interact with people across cultures, ranges of ability, genders, ethnicities, and races.
  • Employees must have access to both a private workspace and secure high-speed internet to work remotely. Mileage reimbursement to the employee’s headquarter location is not provided.
  • DHS does not sponsor work visas for this position, thus, in compliance with federal law, selected candidates will be required to verify eligibility to work in the United States by completing the required I-9 form upon hire.
  • For positions that allow remote working flexibility, working outside of Wisconsin or in bordering cities will not be allowed except in extremely limited circumstances due to the need to report to an office location in Wisconsin on short notice.

Qualifications

Minimally qualified applicants will have all of the following:

  • Experience developing and implementing strategic planning initiatives to advance an organization’s vision for diversity, equity, and inclusion and monitoring and evaluating their progress.
  • Experience working collaboratively with internal and external partners at multiple levels within an organization to advance shared goals or negotiate compromise when objectives diverge.
  • Experience communicating with a broad spectrum of audiences with diverse backgrounds and lived experiences (e.g., racially, ethnically, tribal, socioeconomically, culturally diverse communities, etc.).
  • General project management or leadership experience (e.g., planning and leading a project, delegating and assigning work, monitoring timelines, resolving issues, mentoring, etc.).

Well-qualified applicants will also have one or more of the following:

  • Experience in a formal management or supervisory role (e.g., hiring, conducting performance evaluations, resolving conflict, etc.)
  • Experience developing policies and making decisions that consider and incorporate diverse perspectives and communities and potential impact on those diverse groups.
  • Experience working in an organization or with programs that have a large scope, such as regional, statewide, or nationwide.
  • Experience in a leadership role in a public or non-profit organization such as local, state, or federal government.
