Interdisciplinary - Supervisory Social Scientist/Supervisory Historian/or Supervisory Biologist

Summary

This position is located in National Capital Regional Office, in the Resource Stewardship and Science Directorate.

The incumbent serves as the principal advisor to the Regional Director on natural resources and science, cultural resources and historic preservation, scientific and scholarly research, as well as museum management.

Duties

  • Provide oversight, coordination, and supervision to a subordinate professional staff and indirectly to over 38 park units and designated programs (internal and external) related to eight separate areas in the Cultural Resources Division, nine areas in the Natural Resources and Science Division, and to the NPS role in supporting the Chesapeake Watershed Cooperative Ecosystems Studies Unit and the region's responsibilities for compliance under the National Environmental Policy Act and the National Historic Preservation Act.
  • Provides subject matter expertise and guidance in areas including: the identification, research, inventory, analysis and evaluation, monitoring, treatment, and management of wildlife, vegetation, water resources, air resources, geology, paleontology, threatened and endangered species, fisheries, ecology, soundscapes, night skies, integrated pest management, Natural National Landmarks, National Historic Landmarks; properties eligible for or listed on the National Register of Historic Places, historic preservation and the Secretary of the Interior Standards, archeology, historic architecture, cultural landscapes, history, cultural anthropology, social science, museum collections (history, archeology, natural resources, and archives), object and architectural conservation, as well as science education and dissemination of resource information, library science, and the compilation, updating, and maintenance of resource and Geographic Information Systems (GIS) - based data, as well as resource stewardship planning.
  • Supervises annual work planning, execution, and results-based performance evaluation for program areas in the directorate, involving millions in operating and project and program funding.
  • Participates as key member of the NCR Directorate in annual operating, special emphasis program and project planning, including development of associated financial and staffing plans, and project agreements with parks as needed; and monitoring and evaluation processes to ensure that results achieved are consistent with regional and national strategic goals. Is a senior leader in the region, providing leadership and mentoring to peers and to more junior-level staff. Serves on the Regional Leadership Council (RLC) and select advisory committees/groups associated with the RLC.
  • Oversees, coordinates, assists, guides, and evaluates a comprehensive multidisciplinary research program grounded in science and scholarship that supports data needs, provides technical assistance, informs decision-making, transfers knowledge, and develops educational and learning opportunities through direct hires, contracted services, the national network of Cooperative Ecosystems Studies Units, research providers and other non-profit cooperators. Ensures that funds obligated for research are utilized effectively, meeting the requirements for expertise and high standards of accountability.
  • Oversees the budget and direction of the Directorate and the timely execution of its program, several program segments (each of which is managed through subordinate organizational units), and associated staff functions, including development, assignment, and higher level clearance of goals and objectives for supervisors or managers and their subordinate organizational workgroups.

  • Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service); with few exceptions as outlined in 5 CFR 300.603(b). Time-In-Grade requirements also apply to former Federal civilian employees applying for reinstatement who have had a break in service of less than one year, as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointments. Time-in-grade does not apply to new excepted service appointments and must be met by the closing date of this announcement.
  • If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.
  • You may be required to travel overnight away from home up to 5 nights per month. You must obtain a government charge card for travel purposes.
  • You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.
  • The position to which you will be appointed is subject to a financial disclosure reporting requirement and you will be required to complete a new entrant Confidential Financial Disclosure Report (OGE Form 450) within 30 days of your appointment.


Qualifications

All qualifications must be met by the closing date of this announcement-07/29/2024-unless otherwise stated in this vacancy announcement.

Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience.

For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected.

Applicants must meet BOTH (one of) the basic education requirement AND the Specialized Experience to be considered qualified for the position.

Basic Requirements of the Position - You must possess the basic requirement for at least one of the below series in order to be eligible for this position:

For GS-0101- Social Sciences:

  • Have a degree in behavior or social science; or related disciplines appropriate to the positions. OR
  • Have a combination of education and experience that provided you with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. OR
  • Have four years of appropriate experience that demonstrated that you have acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.


For GS-0170- Historian:

  • Have a degree in history or related field that included at least 18 semester hours in history. OR
  • Have a combination of education and experience equivalent to a major in history, or a major in a related field that included at least 18 semester hours in history, as shown in 1 above, plus appropriate experience or additional education.


For GS-0401- General Natural Resource Management and Biological Sciences:

  • Have a degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR
  • Have a combination of education and experience which includes courses equivalent to a major, as shown in 1 above, plus appropriate experience or additional education.

Specialized Experience - In addition to meeting the Basic Requirements for at least one of the series above, you must also meet the Specialized Experience stated below to qualify for this position:

SPECIALIZED EXPERIENCE: Possess at least one year of specialized experience equivalent to at least next lower grade level (GS-14). Experience at this level must include all of the following:

  • Expertise in resource management and one or more of its associated disciplines;
  • leadership in a multi-faceted professional organization; strategic planning, analysis, and evaluation;
  • research methods and scientific integrity; and
  • fiscal and social responsibility.


You must include hours per week worked.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

Physical Demands: Work is primarily office-based, sedentary, and can be stressful in that the incumbent is often faced with short deadlines, changing priorities, and must occasionally resolve conflicting viewpoints. The work also entails travel by automobile, plane, train, helicopter, or boat and some site work may involve occasional strenuous activity, such as hiking on rugged terrain.

Working Conditions: Most work is performed in an office setting, but field-level activities can entail a wide variety of geographical settings and exposure to natural elements and adverse weather conditions.

The National Park Service has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
