As a passionate advocate for the UK festival scene, this is a fantastic opportunity to bring together the most dynamic minds in our industry. The summit line-up is truly stellar.    At The Fair, we curate over 100 independent events each year, and we understand the challenges and opportunities unique to the festival industry. I made a mistake! Last Thursday night we held our committee meetings. As per Section 226 Part (c) of the Local Government Act, part of my role is to be the “spokesperson of the governing body” of Council. Whether I agree with what I am presenting or not, I must be impartial in the information I present to the public and ensure the accuracy of the information. I take pride in the fact that I do give the facts to the community and ensure multiple methods of communication. In interviews I have done after the committee meetings though, I have made a mistake in one part of the information presented, and for that I apologise and I will now set the record straight. For background, apart from tenders, committee meetings do not have the delegation to make Council resolutions. Committees make recommendations to a Council meeting and the full Council meeting needs to formally resolve any recommendations. In other words, the decision is not final until the Council meeting. That is the case in all normal recommendations from committees. Except On 24 April 2024, the Council resolved, in relation to the DREAM Festival, to “delegate authority to the Culture and Community Committee to determine the successful applicant” as we knew time was of the essence. That means that in relation to DREAM only, the committee could make a binding resolution in relation to the successful applicant. At the Culture and Community Committee meeting held on Thursday 9 May, the committee resolved to put the DREAM Festival into abeyance but also made recommendations to allocate the funds to other areas of the community. Therefore, to make it more complicated, only the abeyance part is a binding resolution and the funding component is a recommendation that needs a final decision at Council. In my normal interviews after the committee meetings, some media outlets have asked me about the decision on DREAM. I have incorrectly said that no decision on an applicant has been made until the Council meeting on 23 May. But Given the resolution from 24 April, Councillors have actually decided to put the DREAM Festival into abeyance and are still yet to formally decide where to allocate the funding. I have explained this to Councillors and explained that if a Councillor wants to change this resolution, they can still do that at the 23 May meeting via a rescission motion. My apologies for any confusion.
