Minor snowfall accumulations on non-paved surfaces may reach as low as 4,000 feet across portions of the Front Range and Northern High Plains in Wyoming, Nebraska, and South Dakota, but any snowfall accumulations over 1", even on paved surfaces, will be reserved for the higher elevations to the west, primarily above 8,000 feet in elevation. The answer for Central Texas is not conservation. We aren't running out of water. We are running out of access to low-cost potable water, which means we must innovate! First, we need to reclaim water from wastewater treatment plants and require all Central Texas data centers and chip plants, which use millions of gallons a day, to co-locate and use the reclaimed water for process cooling. City potable water should be forbidden for irrigation and process cooling. Well water shall be a decision of that land owner. Secondly, there are deep aquifers closer to the coast that are slightly saline. We need to utilize wind and solar power to operate desalinization plants. We stop turning off the wind turbines when there is no load. Instead when the electricity is negative, we process water.
