Where to now with the Universities Accord? – comment by CEO Jenny Dodd On Wednesday 18 October nearly one thousand people registered to be part of TDA’s online half day conference Linkages: One tertiary education system. This was a pretty big number – many more than TDA had expected when we planned this event at the start of the year. What it shows is there is interest in a tertiary education system. From the comments in the session chats and the questions to the speakers, it appears there is an appetite for better linkages between higher education and vocational education. Starting last Monday and over the next few Mondays, TDA will profile in the newsletter case studies of how TAFEs are creating pathways for students between the two parts of tertiary education. So far, those pathway stories demonstrate that TAFEs excel in enabling students to gain practical skills from vocational education along with knowledge from higher education. However, it is this distinction between skills being in VET and knowledge being higher education’s domain that several speakers challenged during Linkages and is also being challenged by the Universities Accord Panel. “Almost 90% of respondents to a survey on adult literacy, numeracy and digital (LND) needs have identified serious gaps that result in major barriers to employment and participation in society. The research undertaken by the Reading Writing Hotline shows that many adults face a multitude of barriers in accessing successful courses and support programs that meet their LND needs.” VET teachers in VET will need professional development to help identify these gaps and our RTOs will need to invest in specialised services to support the LLND needs of our learners.

Accommodation is so central to the student experience for those who study away from home, and I believe it's important to draw a line between current HE policy and research and PBSA. Jennifer Steadman's excellent article does this so efficiently and effectively - read it and give yourself a professional power-shot!

Should my son bother going to uni? - the crisis in confidence in University Education is no laughing matter - maybe it’s because we’ve conflated higher education with higher skills and neglected alternative routes and failed to innovate in provision? In the face of complex challenges effective markets, if Higher Education can be seen as such a thing - adapt and offer choice. Can this really describe the current University biased approach to upskilling and lifelong learning in the UK?

This recent report by the IB showed that University outcomes (enrollment, offers from more selective universities, staying enrolled) for IBCP students in the USA are on average above those of regular high school graduates. There is no comparison to Diploma students, but our first graduating cohort of IBCP students here at UWC Maastricht were given offers at many of the great institutions that our Diploma students are attending, often with very generous financial assistance from the UWC Davis Scholars programme. Hopefully news like this goes some way to dispelling the uncertainty that many of our UWC students feel when choosing whether to select the IB Career-related Programme.

The Higher Education Commission (HEC) has rolled out a stringent Affiliation Policy 2024, requiring universities and degree-awarding institutions to secure a no-objection certificate (NOC) before affiliating with public or private colleges. Existing affiliations will be subjected to desk reviews by the HEC, with universities mandated to furnish essential information via the HEC portal. Non-compliance may lead to severe consequences, including the refusal to attest to degrees and, in extreme cases, a ban on affiliating colleges. The HEC emphasizes its commitment to not recognizing degrees obtained in violation of its policies. Additionally, the policy draft prohibits universities from affiliating new programs to colleges unless these programs have been operational within the university for a minimum of five years.
