Tried all of this when leading product at my previous startup and it was a huge success mainly because the VP of Eng and I were in cahoots most of the time. He would describe his problems, I would translate that into a story of why that was not his problem alone and put it on strategic roadmap right next to the most drool-worthy stories that the CEO and sales would come up with and then we would all get into a room for a few hours of prioritization on a level playing field.
