First, find the power source to that panel or entire building, shut off all sources of power, and announce the installation of lockout / tagout. Verify a zero energy state and start demo. Install the new equipment, conduit, pull wire, etc., and complete installation. Announce removal of lockout / tagout, energize, and test new equipment while protected with the proper PPE according to preplanning and arc flash calculations. The pictured work can be performed safely, however my recommendations are a simplified overview.
Electricians! You get a call to replace this 1970s breaker. After eyeballing it, what do you do? 1. Say to the owner, with a sigh, “this is gonna be a big job.” 2. Recommend another electrician whom you don’t like. 3. Wait for it to self-ignite. It will be easier to replace after a big fire.

Me: "I provide "789" services, I am booked through MM/DD, and my fixed rates for these services are YY, YYY, and YYY respectively." (No longer) potential client: "I understand your position, but our rates are also fixed." Me: "Ok, no problem, good luck 😊" Translated to a different service provider situation: Me (calling an electrician): "Hello, I would like to have a ceiling fixture installed. I can offer you $30 for the work, which also will cover your admin, driving here, paying for your personal days, and expenses for maintenance of your equipment." Electrician: "Hahahahahah!!! 😄"
