Interesting proposal on global AI regulation by Sangchul Park at Seoul National University. Mr. Park divides current regulatory schemes into "horizontal" and "context-specific." Although he clearly shows a preference for context-specific schemes, the proposal he makes is for a hybrid framework he calls the "3C framework" (contextuality, coherency, commensurability). Contextuality focuses on AI categorization (e.g., autonomous, discriminative, generative) Coherency establishes regulatory goals and objectives for the given category. Commensurability establishes a set of measures against which conformance to the regulatory objectives can be assessed.
