Area, Division, and District contest format in District 95 in 2023-2024 Toastmasters year According to the decision taken at the District Executive Committee Meeting on the 2nd of September, all Area, Division, and District contests are run in person. However, the Committee regarded the possibility of running an additional online competition which could not be equal to the official contest but meets the requirements of the members who can participate online only. Delighted to announce that Dr. Nina Windgätter (University of New Hampshire) will deliver a paper at the next appointment with the British Philosophy of Sport Association Online Seminar Series, with title "Improving the use of Video Assistant Referees in Soccer: Balancing the Need for Expertise and Game Management with the Need for Transparency and Justification. When: December 6th at 3pm (UK time) Where: on zoom (link to be circulated morning of 6th to BPSA members) Abstract: Now that spectators and teams have access to video during games, I argue that refereeing teams need in-game access to video in some way. This means that in addition to expertise as (a) legal scholars, (b) police officers, (c) play development experts, and (d) bureaucrats in an institution, referees will need expertise in (e) video replay. To figure out the proper role of the Video Assistant Referee (VAR) in soccer, I argue that three sets of questions need to be coherently answered: (1) What officials do we want to have video replay expertise? All or only some? (2) How much video replay expertise do we want officials to have? In particular, to what degree ought VAR decisions be accessible to non-referees? Relatedly, how accessible ought other forms of referee expertise be? (3) What role should video replay expertise play in professional and international soccer? Answering these questions requires a view on the value of referee expertise and dealing with the inherent tension between transparency and expertise. The current system of VAR does not take a clear stand on the above questions, undermining all types of referee expertise in the process. #VAR #soccer #transparency #refereeexpertise #BPSA
