The third suspect arrested in the deadly Round Rock Juneteenth shooting is a documented gang member who was seen at the celebration firing a Glock handgun multiple times at another suspect, according to an arrest affidavit released on Friday.

Keshawn Dixon, 18, of Round Rock, was charged with deadly conduct in connection with the event on June 15, when two people were killed and 14 were injured by gunfire. The charge is a third-degree felony punishable by up to 10 years in prison. Police have said more charges are possible against him.

Dixon was seen firing at Ricky Thompson in the vending area of the celebration at Old Settlers Park, the affidavit said. Thompson has previously been charged with aggravated assault at the celebration in connection with shooting his gun and injuring a juvenile.

The stage remains at Old Settlers Park on June 17, two days two people were killed in a shooting at the Round Rock Juneteenth Festival. Investigators on Friday said the shooting was sparked by a rivalry between two rap groups.

The altercation at the celebration started because Thompson's rap group, called "Whaa Ent," had insulted Dixon's rap group, "Get Money Entertainment," the affidavit said. "The disrespect revolved around a member of Get Money Entertainment who had been previously murdered," police said.

Dixon has a criminal history that includes arrests for three robberies, terroristic threat, assault and evading arrest, police said. "Get Money Entertainment" is also a gang, according to the affidavit. Dixon's most recent arrest in March was for unlawful carrying of a weapon and discharging a weapon in certain municipalities, the affidavit said.

A witness to the Round Rock shooting said Dixon's handgun was equipped with a switch that can convert the gun from a semi-automatic pistol to one that fires automatically, the affidavit said.

It said the witness told police that Dixon and his friends first surrounded him at the Juneteenth celebration at Old Settlers Park but that the witness' mother pulled him away. The witness saw Dixon and his friends then surround Thompson and Dixon shooting in Thompson's direction, the affidavit said.
