Dr. Ionut Popescu is an associate professor at Texas State University. In 2023 he received the Heritage Foundation’s Freedom and Opportunity Academic Prize. He is the author of Emergent Strategy and Grand Strategy and of the forthcoming book No Peer Rivals: American Grand Strategy in the Era of Great Power Competition.
