He will say the post is the first step in renewing Britain’s moral contract with its service personnel. It is one of 35 laws which will be announced at the parliamentary ceremony on Wednesday.

A Labour source said: “This government will stand up for those who serve our country.

“Our commissioner will be a first step towards fixing mistakes and improving service life for our brave armed forces.”

The commissioner will have powers to investigate problems, such as poor quality housing, and report to parliament.

Plans to turbocharge homebuilding and hand trade unions new powers will be announced.

A law banning government announcing a Liz Truss-style Budget without analysis of data by the Office for Budget Responsibility will be revealed.

It will stop markets nose-diving at suggestions of unfunded tax cuts, Labour sources said.

Sir Keir said kickstarting economic growth will be at the heart of the legislative agenda.

He added: “We are hitting the ground running. National renewal will not be easy. This is just the downpayment on our plans for the next five years.”

But Shadow Business Secretary Kevin Hollinrake said: “The dozens of new workplace regulations and huge union powers in the King’s Speech will confirm this Labour government’s priorities are with the strike barons, not jobs and businesses.

“This legislation will result in job cuts, damage to small businesses and stifled investment.”
