A New York City police officer has been arrested on federal charges of allegedly plotting to kidnap, torture, cook and cannibalize numerous women.

Gilbert Valle, an active-duty NYPD officer, allegedly conspired with others to carry out the plot and is accused of using the National Crime Information Center database to get information about a specific woman.

Valle, 28, was arrested by FBI agents and detectives from the NYPD Internal Affairs Bureau on Wednesday at his home in Queens, The Queens Chroniclereports.

He was charged with one count of conspiracy to commit kidnapping and accessing a computer without authorization and could face up to life in prison, Fox News reports.

"Gilberto Valle's alleged plans to kidnap women so they could be raped, tortured, killed, cooked and cannibalized shock the conscience," said Preet Bharara, U.S. attorney for the Southern District of New York, in a statement released on Thursday. "The case is more disturbing when you consider Valle's position as a New York City police officer and his sworn duty to serve and protect."

According to the allegations in the complaint filed in Manhattan federal court, Valle was allegedly sending e-mail and instant messages discussing the bizarre plans with several alleged co-conspirators.

His computer also allegedly contained files on at least 100 women, including their photographs, addresses and physical descriptions, according to the complaint.

The federal complaint contained this excerpt from an alleged online conversation between Valle and a person identified as Co-Conspirator-1

CC-1 How big is your oven?

VALLE: Big enough to fit one of these girls if I fold their legs ... The abduction will have to be flawless ... I know all of them ...( Victim-1), I can just show up at her home unannounced. It will not alert her, and I can knock her out, wait until dark and kidnap her right out of her home.

CC-1: You really would be better to grab a stranger. The first thing the police force will do is check out a friend.

VALLE: Her family is out of state.

CC-1: I have anaesthetic gasses.

VALLE: I can make chloroform here.
--
CC-1: It's really hard to dislocate (lock) a jaw. Also, how would we put her over the fire, spitting kills the girls. Have to put her into a kind of cage. What is your favorite cut of meat?

VALLE: I was thinking of tying her body onto some kind of apparatus .. cook her over a low heat, keep her alive as long as possible.

One document entitled "Abducting and Cooking [Victim-1]: a Blueprint," allegedly contained key information on the first intended victim, including her name, date of birth, height, weight, and bra size, The Chronicle reports.

The document also contains a section called "Materials Needed" in which Valle wrote, in part:

  • Car (I have it)
  • Chloroform (Refer to website for directions)
  • Rope (Strongest kind to tie her up)

In one IM conversation, an alleged co-conspirator asked Valle, "How was your meal?" to which Valle immediately responded, according to the complaint, "I am meeting her on Sunday."

On the following Sunday, Valle got in touch with the woman and said that he wanted to meet her. They met later that day at a restaurant for lunch, the complaint says.
