Delphi murders: Police release video of suspect in teens' murders in 2017

On Monday afternoon, Indiana State Police Superintendent Doug Carter shared with the public new video, audio and a suspect sketch of the person they believe killed Abigail Williams and Liberty German in February 2017.

An visibly emotional Carter also delivered a powerful message to the killer, a man he believe is still living and working among the people of Delphi, Ind. 

"To the killer, who may be in this room. We believe you are hiding in plain sight," Carter said. "In more than two years, you never thought we would shift gears to a different investigative strategy, but we have.

"We know this is about power to you. You want to know what we know. And one day, you will."

Monday's case update took place at a packed Wabash & Erie Canal Conference & Interpretive center. Carter acknowledged the large crowd before he began, thanking them for for their tireless support of the families and the police throughout the investigation.

He asked that the community continue to wrap their arms around the family as the new information is dispersed.

"This community surrounded us some 26 months ago, and you did everything you could to support us," Carter said while fighting back tears. "But more importantly you surrounded the fam of these two little girls. Gosh, I'll never forget it."

Carter then released an extended version of the original "down the hill" audio clip recorded on Libby's smartphone, and well as a short video of the suspect walking. 

The girls were dropped off near the Monon High Bridge, just east of Delphi, at about 1 p.m. on Feb. 13, 2017. A family member was supposed to pick them up at the same spot about an hour later. The girls were reported missing sometime after 4 p.m. that day.

Searches were conducted that evening and the next morning.

The bodies of Libby, 14, and Abby, 13, were found Feb. 14, 2017, about 50 feet from Deer Creek and a half mile east of the bridge on the Delphi Historic Trails in Carroll County, Indiana.

The next day, police released a grainy photograph of the man suspected of killing the girls. A week later they released a short audio clip of the suspect's voice saying "down the hill." Both were retrieved from Libby's smartphone, police said.

In July 2017, police released a composite sketch of a suspect.

According to an FBI description, the suspect weighs between 180 and 200 pounds and stands between 5 feet, 6 inches tall and 5 feet, 8 inches tall. He was wearing blue jeans, a blue jacket or coat and a hoodie at the time of the killings.
