JACKSON, Miss. — The Mississippi Board of Medical Licensure once called emergency physician John Witcher a danger to the public, revoking his license in an effort to prevent any further harm to patients.

He wrote Xanax prescriptions for people, sometimes hundreds of miles away, with documented histories of substance abuse, according to a report into his misconduct. He signed off on prescriptions for out-of-state patients without ever speaking to them.
