Jeffery Borowicz: A Distinguished Leader in Cost Engineering and Project Control

Jeffery Borowicz has established himself as a leader in cost engineering. With over 30 years of experience in the construction industry, he has sharpened his expertise in cost estimating, critical path method (CPM) scheduling, project controls, risk management, and value engineering. This extensive background has allowed him to implement best-in-class cost, schedule, and risk management strategies to ensure the efficient execution of projects from conception to completion.  

Borowicz's interest in many sectors began during his formative years. He worked alongside his father, an electrical contractor, and gained hands-on experience in the field. Being exposed to the ins and outs of the trade motivated him to pursue formal education at Ferris State University, where he earned degrees in Architectural Technology and Construction Management.  

Borowicz later joined a renowned engineering firm, CH2M Hill, where he learned about the various aspects of construction management. His roles involved developing cost estimates and creating CPM schedules. He also provided construction management services for different projects in the United States. 

Deciding to return to his hometown in Michigan after working in Virginia for over five years, Borowicz worked for a company called PMA Consultants, offering construction scheduling, claim avoidants, and cost estimating services for architects, engineers, and construction companies. Here, he estimated projects for airports, schools, municipalities, industrial and commercial businesses, and private clients.  

One can say that Borowicz's expertise evolved after working in multiple sectors, given that he took on roles with industry giants like General Motors (GM), a leading automotive manufacturing company. As the chief technical estimator, he provided technical guidance and operational direction to the estimating departments for US and international projects. 

He also implemented advanced estimating tools and databases to streamline processes. Thanks to his contributions, various estimating professionals were able to collaborate seamlessly, enhancing the accuracy and reliability of GM's estimates. The expert also developed a training program to ensure that GM teams were well-equipped with the latest methods and techniques.  

Following such an impactful tenure at GM, Borowicz founded Certified Professional Construction Integration, Inc. (CPCII), a consultancy specializing in estimating and risk management, in 2002. He established the company to drive excellence and innovation in multiple sectors of the construction industry through collaborations with federal agencies, architects, engineers, owners, and developers. 

In 2008, Borowicz shifted to the energy sector. He focused on gas pipeline work, compressor stations, and coal environmental upgrades, embracing renewable energy initiatives like solar and wind projects. In addition, he established continuous improvement initiatives, implemented new estimating software, mentored new staff, and developed training programs to ensure the sustainability of these enhancements.  

After a decade of spearheading estimating and controlling project costs for the energy sector, Borowicz navigated remote work dynamics post-COVID. He tenured at a privately held global food corporation and was involved in addressing hyperinflation challenges and implementing robust estimating processes for the food and beverage company. Meanwhile, his subsequent roles in local manufacturing development and affordable housing showcase his versatility and leadership in cost estimating. 

When asked about his motivation for pursuing opportunities in different sectors, Borowicz shares, "I knew then that I needed to gain experience to turn my vision of establishing my own company into reality. My father, who juggled his career as an electrician with side projects in residential work, inspired me to pursue my dream. I'm also just naturally curious. I love learning, and I've always enjoyed challenging myself and pushing the boundaries of my abilities." 

Besides focusing on CPCII as the president and CEO, Borowicz holds a position in AACE International as a technical board co-director of recommended practices. Moreover, he actively participates in SAVE International's collaborative community, engaging with practitioners, academics, and industry leaders to initiate innovation in various sectors, including construction. He's also a member of the American Society of Professional Estimators (ASPE) and the National Association of Construction Auditors (NACA).  

Throughout his career, Borowicz dedicated time to continuous learning. His credentials as a Certified Estimating Professional (CEP), Certified Cost Professional (CCP), Certified Professional Estimator (CPE), Certified Construction Auditor (CCA), Construction Controls Professional (CCP), and Planning & Scheduling Professional (PSP) attest to this. Borowicz has recently become a Fellow at AACE International.  

It's worth noting that Borowicz's technical expertise extends to published papers (e.g., Current Challenges and Opportunities Facing the Estimating Profession) and engagements as a public speaker. These demonstrate his commitment to knowledge sharing and professional development.
