Rainfall returns to northeast after blizzard slams northern California

A coastal storm is expected to bring more rain to New England and the Mid-Atlantic on Tuesday, according to the National Weather Service.

Above average rain is expected east of the Mississippi River on Tuesday, with flash flooding possible in the urbanized areas along the central Gulf coast.

The Northeast can expected downpours caused by an area of low pressure that caused rain in the Mid-Atlantic on Monday night, the weather service reported. Another system will bring rain to the Southeast on Wednesday and eventually back to the Mid-Atlantic by Wednesday night.

Around 1 to 2 inches of rainfall is possible throughout these regions, along with the isolated areas of flash floods.

"The heaviest rainfall totals are expected from the central Gulf coast, across portions of the Southeast and Mid-Atlantic where the two areas of low pressure are expected to move across," the weather service said.

The National Weather Service in Boston said periods of rain should start Tuesday but parts of eastern Massachusetts and Rhode Island might have to wait until early afternoon to see precipitation.

Moderate to heavy amounts of precipitation is expected in northern California and southwestern Oregon on Tuesday and Wednesday, the service forecasted. A blizzard hit the region with hurricane-force winds and several feet of snow.

The area of low pressure causing the intense rain and snow will head toward the central and southern California coast. Winter storm warnings are in effect for parts of northern California and southern Oregon as the weather is expected to make traveling difficult.

"Travel could be very difficult to impossible," the weather service said, adding that a winter storm warning will remain in effect until at least 4 p.m., local time on Tuesday. "The hazardous conditions could impact the morning or evening commute. Gusty winds could bring down tree branches."

More tranquil weather is expected later in the week, forecasters said.
