Poll: Americans way off on public broadcasting funding

Most Americans think public broadcasting receives a much larger share of the federal budget than it actually does, according to a new poll from CNN/Opinion Research.

A majority of poll respondents think the Corporation for Public Broadcasting, a non-profit created by Congress that helps fund NPR and PBS as well as other public media, receives a share of 1 percent or more of the federal government’s budget.

In the financial year for 2010, the CPB reported receiving $506 million in federal appropriations. According to the White House’s Office of Management and Budget, the federal budget for 2010 was $3.456 trillion. Using those numbers, the CPB receives about .00014 percent of the federal budget. Of course, poll respondents are way off in other areas, assigning a median of 137 percent of the federal government’s budget to various government programs, suggesting Americans think the government simply spends more than it actually does as a general rule.

Forty percent of those polled believe funding the CPB receives takes up 1 to 5 percent of the budget, 30 percent believe public broadcasting takes up 5 percent or more of the budget and 7 percent of respondents believe the non-profit receives 50 percent or more of the federal budget.

A majority of Americans also said they thought CPB should receive the same amount of funding or receive more, while 16 percent of respondents thought that government funding for public broadcasting should be eliminated entirely.

Historically, the CPB delivers about 15 percent of the funding for the United States’ public broadcasters. The organization does not create content.

The CNN poll interviewed more than 1,000 people total from March 11 to 13; the total margin for sampling error is plus or minus 3 percentage points.

They represent a bias on behalf of an agenda that is hostile to the American people, our constitution and national sovereignty. They don't broadcast or report in the public interest, but in the interest of those who they agree with, and those who pay them. Therefore, the CPB & NPR should be able to finance their advocacy privately, and cease waving their begging bowl, after all, they no longer merit the right to claim they represent public broadcasting or reporting. Perhaps they should change their acronyms to suit what they do serve, I suggest Corporation for Soros Broadcasting, and National Soros Radio.

FALSE. The conclusion by the author is not supported WHY? There is NO MENTION WHATSOEVER of the total dollar amount of US spending estimated by survey participants. 137% of one billion dollars is far less than what is spent. 137% of two trillion dollars is likewise a small fraction of actual spending. What do people believe is the total amount of spending by US government? A TRUTHFUL investigation would ask these questions.

  10. Figures lie and liars figure. One can twist numbers any way they want to support a false argument. This issue is not what percent of the budget NPR receives. It is the amount. It is nice to have "nice to have" services, but when the budget is grossly over and we literally cannot affort it, we must drop it. That is beside the fact that the service is ideologically slanted.

They don't like getting called out, so you'll see all sorts of "shoot the messenger" type postings here. But the truth is that one again, conservative extremists are out of step and out of touch with mainstream American values. It's really just that simple

  15. I saw a note on lucianne.com that Bill Moyers is thinking of going back on PBS. That in itself should be death knell for PBS. As much as I like some content I don't think taxpayers should foot the bill, expecially since is so liberally biased. When I was a dem I used to contribute but no more.

  17. It's badly misleading to interpret anything from the results of this kind of poll. It's a given that average voters don't follow dollar amounts or percentages in appropriations, it takes a hypernerd's hypernerd to do that. I'm a political nerd myself, and my wife used to work at PBS, and even then I probably would've answered this question wrong. It's just not fair to conclude people think it gets more money than it does based on this poll. This poll doesn't support that when you realize people are just guessing blindly.

The key issues in this story are not that a majority of Americans remain: Ignorant about the basic operations of a part of our governmentl Ignorant about the facts of a municipal budget; or, Ignorant about the sort of civics information one typically receives during the eighth grade in our average public school. No, the key issues in this story are that: Politico is biased against America; CNN is biased against America; The CPB is biased against America; The poll in question was obviously fixed - without any factual support to balance said allegation; The poll reflects the ignorance of Americans about the most simplistic aspects of our government; and, The poll, in reflecting such ignorance, attacks the guaranteed status of American Exceptionalism and the unmatched intelligence, patriotism, and faith of the American people.

This in the article shows that it was a majority of democrats that were polled Because conservatives believe the funds should be cut. So this article shows that democrats think cpb gets 1 to 5% of the congressional budget. Funny.

  24. Every semester I poll my college Political Science class about how much the government spends on defense. The answers are invariably 40-60% of the total budget. The real figure is 19%. Way off? You betcha. Did CNN (80% Democrat) ask this question in its poll? Of course not. The Left is perfectly happy to let people believe the lies they've spread on defense spending.

  25. Regardless of the amount, or percentage of the budget, the government should not be funding radio and TV programs and stations. But that is just one of a long list of things the government should not be funding (but it ranks up there with baseball hall of fames and such).

The bill passed by the Republican-controlled House aimed at barring taxpayer funding from the corporation for Public Broadcasting from going to NPR has absolutely no chance of ever becoming law. Because is singles out NPR and is clearly intended to "punish" the noncommercial public radio network in retaliation for an NPR executive's verbal assault on Republicans and conservatives, it constitutes a "bill of attainder" whose passage by the House was a flat-out violation of Article I, Section 9 of the U.S. Constitution, which explicitly prohibits such legislation. Moreover, by barring NPR-affiliated stations from using CPB funds to purchase NPR programs, the bill also unconstitutionally interferes with NPR stations' programming decisions, in clear violation of the First Amendment. This isn't the first time that the House Republicans have passed an unconstitutional "bill of attainder" -- Remember ACORN? -- and it won't likely be the last. But unlike ACORN, NPR is in no danger of going out of business -- and would almost certainly mount a constitutional challenge to the defunding measure in court if it ever did become law.

  32. Most of the funding goes to the lower population or poorer communities to pay for part of the station operation, providing the broadcast highway to the people. Billions in highway funding go into communities to provide the car and truck highway so most people can go past them as fast as possible. If we wanted to just speed trucks between the two coasts, no exits would serve the little communities along the way, but Mass and California subsidize highway exits in Iowa. CPB and the Federal Highway Trust Funds subsidize the Heartland.

I bet I could whip up a poll in ten minutes that would result in 58% of the American public saying Obama should be President for Life. Do you want 62% or maybe 75%? Done. It all depends on who you ask and how and when you ask it. Hell's bells, I can even get you a poll that will show that most Americans believe in the divine nature and infallibility of The Dear Leader. This is not rocket science, people.

On the one hand, CPB gets virtually nothing from taxpayers, so they should continue contributing. On the other, if the taxpayer input diappears, it would be "crippling." Pick something!

  38. Public broadcasting corpse (sic)says that only 1% of its funding comes from taxes so this might be where the public gets it mixed up. However, public broadcasting corpse does not seem to count the funding it gets from tax supported institutions...a spread sheet from CPB on its funding would be interesting. Anyway, why is it alarmed at losing such an infinitesimal amount?

At some point you just start to wonder about people...public broadcasting was created in 1967, though it had its roots much further in the back among small groups of citizens that wanted to use the new medium of radio, then TV to serve their local community. And that continues today. Probably 99% of public media today are small businesses of local citizens who have dedicated a good portion of their professional lives to create interesting, high-quality local information and content. They see what is happening on their local news channels and try to something better. They see the channels being overtaken by cheap, junk-food-esque television and know they can do something better. The vitriol, way-past-partisan comments is a reaction to a perception of public media. But what is the alternative miki? Mary? W? Thomas-in-Newport? Public broadcasting was created because the marketplace fails to create the same quality of content, whether that is children's programming, news & public affairs, adult education, cultural programming and so on. Is it perfect? No, it is a bit archaic. Does it represent all Americans (political persuasion, race/ethnicity, etc.)? No, it needs to do better. However, it is an AMERICAN institution, probably one of the most American institutions we have and one that is essential to a functioning democracy. Sigh...it is just dispiriting to see the mood of a portion of our most vocal citizens that wants to tear down its local institutions that were created to help build and improve local communities. If you want to change it, then call and volunteer, seek a board seat, form a citizen's committee to help suggest alternatives. DO SOMETHING, not just tear things down because someone with a big microphone says "shameful, terrible & un-american."

Most towns now have their own radio stations, many only slightly larger towns have their own TV stations and xm Serius supplies classical and most other forms of music for a fee. On what grounds is public broadcasting now supported by taxpayer money?

  41. Except when it is raising money Public TV does not have any programming I enjoy. In fact, I go days at a time not watching any TV at all...I get what I want off of the internet. Our local station plays the kind of music the local population enjoys which only makes sense as it is trying to appeal to the majority of its listeners but it is not my kind of music and I get tired of the blab on public radio. In my car, I listen to classical on XM and my daughter listens to the French news in order to keep her French current. We couldn't care less if public broadcasting went off the air and half the broadcasting industry with it.

  42. Yeah, it's so biased. Everything is biased when it's relative to Glenn Beck, Rush Limbaugh, and Fox News. Jim Lehrer is just SO opinionated. It drips off of every word he says. Get real people. The idea that the government ought to have a news source and radio station to keep citizens updated is essential. Cut back if necessary, but taking it out completely is a bad idea. And where did George Soros come in on this? don't forget- LIBERALS FOUNDED THIS COUNTRY.

What CNN did NOT do here was ask respondents the sole question of how much they thought was being spent on defense--which is the question I ask students. They instead asked multiple questions, in a way that guaranteed that respondents would over-estimate spending on smaller budgetary items, and under-estimate the big ticket items. Remedial reading is offered at my school. Perhaps you might benefit from the course.

Without hesitation, the man responded 'The media'. The reporter made no visible reaction and uttered no response. The 'media' each and every day has seconds, minutes and hours to inform the American public, to present facts, to provide factual analysis. But does not. The Fox's and talk radio folks blow hard, spin and spout propaganda. The 'liberal media' and most blogs simply pick up what is said on Fox news and talk radio, further spreading the idiocy. Neither right wing or left wing media outlets provide facts, present facts or provide analysis. Since we have a President whose 'position' seems to be 'whither the wind blows' and Republican ideologues with vast networks of ‘think tanks’ to spin propaganda, the 'agenda' is well defined and pushed far, far to the right. Even if the 'agenda' was to the left, wouldn’t, shouldnt, couldnt the American people expect a factual assessment and analysis from some media outlet? Look at the ignorance of the American voter as revealed by the poll. It is reflective of the media’s failure to play its role in American Democracy. Why has it failed in its role? Because it's goal, it's objective, is profit. Insurance companies, financial corporations, health care and pharmaceutical companies pay for most advertising - i.e. provide most of the profits for the media. The media has chosen revenue over public responsibility. The battle for the soul of America was between Democracy and Capitalism. Capitalism won, you and I lost. America: The Greatest Democracy the World Has Ever Known the Banks Have Ever Owned. The ability to produce and maintain ignorance, was a key weapon in the hands of the victors.   47. Im sorry, but Ive sent - for me - over the years lots of money to NPR stations throughout the country. Where ever I work, I try to support the local station. ive probably donated to 10 or 12 stations in three or four states. Thousands over time, which for me, was something. But, over the last several years, I've had trouble 'staying tuned'. The 'experts' more and more represent Right Wing 'Think Tanks' and present Right Wing view points not 'balanced' (if you'll pardon the expression) with either appropriate followup and follow through by the reporter or appropriate contrary view points. Personally, I think NPR is 'biased' - yes. But it is biased in the sense that it is very selective in the points of view that are presented by 'experts' and in the deferential way these views are handled. I have lost any faith that NPR is going to be a presenter of facts or an analyzer of facts. I think it is simply another victim of the 'Right Wing Revolution'. My suspicion is NPR is not going to find many 'liberal' supporters. Maybe some upper middle class busy bodies will save it, but , to me, it's no longer worth saving.

  48. I clicked a link to the poll. What is very strange about this poll is the focus on pro or anti tea party opinions and the N/A lines under democrat and liberal labels. Why aren't all groups represented? Why focus on the tea Party? Why not the "coffee party", oh wait that's astroturf, sorry. Also where are the internals i.e., number of self identified republicans, democrats, etc.

  50. Even if PBS and NPR get only ten cents from us taxpayers, it's too much. These supposedly "public" stations, aren't in fact "public" at all. They are just another propaganda arm of the Democrat Party who'll manipulate whatever they broadcast to reflect favorably to the Democrat Party and unfavorably against the Republican Party, the Tea Party, and all other political parties. Hard-line far left wing liberal Democrat Bill Moyer, and several others on these supposedly "public" stations who have worked for them tirelessly over these many years, will probably get a good pension from the Democratic Party for serving their cause there.

  51. The right winger a ways down this comment thread can't do math. NPR/CPB's budget IS .00014% of the federal budget. What a propagandist he is, hoping people won't do the math to check him. Maybe he works for FoxNews. Anyhow, we are in this budget mess because people are retiring too early and republicans gave the private sector outrageous tax breaks. Retirement age for blue collar work should stay where it is, but white collar workers should have to stay on the job now until at least 68, if not 70. And GE needs to pay its fair share, not what the corporate lobbyists have finagled to be 'legal' taxes, ie, zero, but what is FAIR.

The first point for the people hearing about the recent events is that NPR says they don't need it and our budget is so overblown that we can't afford it. The second point is that no public funds should ever go to any biased reporters.

  55. There have already been dozens of polls showing how wildly misinformed voters on the right are, from issues regarding the military to spending. Why is this even news anymore? Just spend an hour reading posts from conservatives on this website for goodness sake. It doesn't take a poll to identify how factually-challenged these people are.

You add the "keep same" or "increase" together, but only mention the "eliminate totally" category by itself making it seem that Americans overwhelmingly favor funding. If you add them up its 53 for or same and 46 reduce or eliminate. Why do you always have to tip the scale? Try just reporting the facts and letting us decide what to think!!!

  62. Why is this poll not surprising? When you only listen to FOX, how would you know the truth? People should listen to many different views and then make up their own mind. Besides, polls are so skewed that it's become a joke. There's a new poll every day.
