The operational principles section is already in bulleted list format, which helps break it up already, but the bullets are quite long and easy to skim. To improve readability for that section, and to draw interest in the content, I suggest we add a title/caption to the beginning of each bullet.
I tried this with the first three, I'm sure some wordsmithing is required:
Involve Stakeholders: W3C intentionally involves stakeholders from end to end in building the Web: developers, content creators, and end users. Our work will not be dominated by any person, company, or interest group, but uses consensus from the community to put the needs of users first: above authors, publishers, implementers, paying W3C Members, or theoretical purity. Diversity and Inclusion: We believe in diversity and inclusion of participants from different geographical locations, cultures, languages, disabilities, gender identities, industries, organizational sizes, and more. In order to ensure the W3C serves the needs of the entire Web user base, we must also strive to broaden diversity and inclusion for our own participants. Equity: We create standards with an ethical intent to improve equity of access and participation on the Web. We will ensure the technical standards of the Web meets broad goals using consistent horizontal review to ensure accessibility, internationalization, sustainability, privacy, and security.

I agree with the general approach of adding a title/caption to each bullet point. But the "Equity" point reinforces my concern in #116 (comment). .... "ensure accessibility, internationalization, sustainability, privacy, and security" are not details of an Equity point, but get to the essence of the Vision itself. They either deserve a single bullet point("Enduring Principles" maybe?) or each one deserves its own bullet.
