James default configuration should store email in a mailRepository when relayLimit is exceeded

Right now James stops processing a mail when Relay limit is exceeded.

We should modify (all?) mailetContainer.xml file to change this (dangerous?) behaviour. We should instead store a mail in a mail repository, which would potentially allow us to perform some re-processing on it.
