WSDL-2004 license usage in Apache project

Hello,

Apache NetBeans (incubating) has some dependencies using the "WSDL-2004" license https://github.com/apache/incubator-netbeans/blob/master/nbbuild/licenses/WSDL-2004

Are we cleared to use this license?
