Local Runtime doesn't allow persist writers enough time to flush and close during shutdown

Local Runtime doesn't allow persist writers enough time to flush and close during shutdown.

I have observed this consistently causing ElasticsearchPersistWriter to be interrupted and crash, at which point the stream fails to terminate.
