You could open a support case for assistance but from everything I see, there is no option for using an Elastic IP (from EC2) on a LightSail instance. LightSail does have a similar option to create static IPs that can be moved between LightSail instances but I don't know of or see any options for using or transfering EC2 Elastic IPs and LightSail static IPs between the services.

The only difference is that you have to skip first part detailling how to create a new Elastic IP address as you already have one.
