From what I understand I believe you will have to spin up new EC2 without the SQL license model and port across any applications and data.
I don’t believe there is anyway to downgrade the pre licensed model.
Hi, To activate a previous version of Windows Server through a downgrade, you need to get a valid product key from your Volume Licensing Service Center (VLSC) account. If you do not have such a key, you can contact Microsoft support to generate a product key under the downgrade right.

But i think i didn´t explain my case on the right way.
We have a instance launched as "Windows Server with SQL Server Web" (t3a.medium - USD 0,1236) Now, we want to split in two: one instance running "Windows Server" (only - without SQL Server) (t3.medium - USD 0,06) and another using RDS.
As you can see, "Windows Server" instance costs half the price of an instance running "Windows Server with SQL Server Web".
Therefore, we want to "downgrade" our instance, cutting the SQL Server Web Edition license, but without needing to launch and configure the new instance again.
