Route 53 DNS servers use Anycast., which means the DNS servers around the world have the same IP. More info at A Case Study in Global Fault Isolation
https://aws.amazon.com/route53/features/#The_Amazon_Route_53_Global_Network list several R53 locations in India. If you ping the name servers from India, the response times is likely to be less than 10 ms.
