Based on what you have stated, it appears that billing is indicating you have an RDS PostgreSQL DB and Snapshots. But you specified that you are not seeing those in the AWS Console
The first thing I would look at is what region the bill is saying you have resources. Cost Explorer can show you the region as well, filter for RDS and then display by Region. Then double check that the region you are looking at in your AWS Console is the region that is seeing the charges.

The RDS dashboard only shows resources in the AWS region that you have currently selected (on the upper right). You likely have resources in a different region that are incurring these costs.
You can find these by either:
- Going to AWS Resource Explorer and searching from there
- Going to Billing -> Bills and then expand the list under the AWS Service Charges section which should show a service and region-wise breakdown of your costs
