The latest edition of the Power of R&D newsletter is now available online. This quarterly publication highlights the innovative work being done by the U.S. Army Corps of Engineers (USACE) and the U.S. Army Engineer Research and Development Center (ERDC) to meet the engineering challenges of today and tomorrow. In this edition’s foreword, Col. James Handura, Commanding General of the USACE South Pacific Division, said the cliché “think outside the box” remains applicable for how many of our nation’s dynamic and generational challenges must be solved. “As an enterprise, we focus on how we can do things better, safer, and more cost-effectively than ever before. We must also now focus on how we can build more resiliently, providing greater returns on the investments made by the American people and our stakeholders,” Handura said. “For nearly 250 years, USACE has been at the leading edge of building and protecting our nation. The Army Engineer Association and the U.S. Army Corps of Engineers honored seven individuals who have made significant contributions to the Engineer Regiment in a ceremony Friday during the annual Castle Ball in Washington, D.C. “The U.S. Army Corps of Engineers is proud to recognize these individuals' outstanding contributions and achievements,” said Lt. August is Antiterrorism Awareness Month throughout the Army. The Army Antiterrorism Program protects personnel, information, critical assets and facilities in all locations and situations against terrorist and violent extremist threats. In the event of an active shooter situation, consider the following points. And remember, if you see something, say something!

A much anticipated and first-of-its-kind sustainable barracks pilot project groundbreaking on Aug. 7 at JBLM between USACE Seattle District, JBLM Garrison/I Corps leadership, Principal Deputy Assistant Secretary of the Army Paul Farnan and Washington State congressional partners. When complete in early 2027, the barracks will improve the quality of life for 168 unaccompanied enlisted soldiers and support U.S. Army and Department of Defense sustainability goals by lowering the construction’s embodied carbon by 30%. Kudos to the accomplishments of U.S. Army Capt. Sullivan, an engineer officer, and her teammates who defeated the Australian rugby team in the Paris Olympics to claim Bronze! Throughout the Army and the nation, engineers are capable of AMAZING things! “Our entire Army engineer community is incredibly proud of this outstanding officer and world-class athlete,” said Lt. Gen. Scott Spellmon, 55th Chief of Engineers and commanding general of the U.S. Army Corps of Engineers. “Capt. Sullivan exemplifies the Army engineers’ motto -- ‘Essayons!’ -- and her achievements will inspire others to pursue their dreams, whether on the field of competition or the field of duty.”

The 55th Chief of Engineers and Commanding General of the U.S. Army Corps of Engineers, Lt. Gen. Scott Spellmon, has signed the chief's report containing recommendations to Congress for the Baltimore Coastal Storm Risk Management Feasibility Study for inclusion in the next Water Resources Development Act. If approved by Congress and included in the next Water Resources Development Act, separate appropriations will need to be passed to fund design and construction of the project.

The Senior Leadership of the Army has proclaimed August 2024 as the Army's Antiterrorism Awareness Month (ATAM). This month is the 15th annual ATAM executed by Army Communities. A message from Brig. Gen. Sarah Albrycht and Command Sgt. Maj. Shawn Klosterman, Office of the Provost Marshal General: Throughout August 2024, the Army will observe Antiterrorism Awareness Month. Preserving Army warfighter readiness and preventing terrorism in the era of strategic power competition remains a top priority. Protecting installations, standalone facilities, operational forces, critical assets, and personnel remain key tasks for all leaders. The diversity and persistence of the threat from networked terrorist organizations and lone actors radicalized toward violence represents a wide range of terrorist tactics. The October 2023 Hamas attack on Israel and the March 2024 Islamic State Khorasan Province attack in Russia demonstrate that large-scale terrorist attacks remain possible. We must understand the evolution of the global threat, maintain prevention measures, and stay a step ahead of adversaries. The intent of Antiterrorism Awareness Month is to inform, create, and sustain an alert community with a heightened sense of awareness regarding terrorist and violent extremist behavior. Community members serve as the eyes and ears of our protection efforts by observing and reporting suspicious activity to law enforcement for investigation. These actions help sustain vigilance and help provide advance warning to defend against the full range of terrorist and extremist tactics. The focus areas for the 2024 Antiterrorism Awareness Month include threat information sharing, enhancing security cooperation with local and host-nation partners, and sustaining community threat awareness and vigilance. I encourage leaders to promote information sharing, security partnerships, and a culture of community protection. We must continue to strengthen our protection enterprise capabilities to counter the terrorist and extremist threat across all Army operational environments. Todd Semonite.   • Bob Slockbower and Ed Hecker will receive the USACE Distinguished Civilian Award for their exceptional service and contributions to the organization.   • Dan Gray and James Shumway will receive the Sapper and Miner Award of Distinction, presented by Maj. Gen. (ret.)
