Last week, Owen J. Daniels published an article in the Bulletin of the Atomic Scientists about California’s latest AI Bill (the Safe and Secure Innovation for Frontier Artificial Intelligence Models Act also known as SB 1047) that aims to regulate advanced AI models. Safety advocates are cheering for stronger regulations, while developers are voicing concerns about innovation hurdles. The recent arXiv paper "LLM as OS, Agents as Apps: Envisioning AIOS, Agents and the AIOS-Agent Ecosystem" proposes a transformative vision for the future of computing. Researchers from Rutgers University envision a world where large language models (#LLMs) form the core of a new type of AI-powered operating system (#AIOS), fundamentally reshaping the landscape of operating systems and applications. This paradigm shift promises to democratize software development through natural language programming, making technology more accessible and intuitive. However, this transition introduces significant security challenges. The use of natural language as the primary interface could expose new attack vectors, requiring robust intent recognition and input/output validation systems to prevent malicious actors from exploiting language ambiguities. Additionally, AI agents operating within this ecosystem must be tightly controlled with permission systems and ethical guidelines to avoid unintended consequences and potential misuse. The National Institute of Standards and Technology (NIST) is launching a new testing, evaluation, validation and verification (TEVV) program intended to help improve understanding of artificial intelligence’s capabilities and impacts. ARIA expands on the AI Risk Management Framework, which NIST released in January 2023, and helps to operationalize the framework’s risk measurement function, which recommends that quantitative and qualitative techniques be used to analyze and monitor AI risk and impacts. https://lnkd.in/gGpqT8V4 - Chicago business media says the Illinois government is pressing hard to build a $20 billion, 150-acre quantum computing campus in Chicago. - The campus would be anchored by PsiQuantum. - The $20 billion figure refers to the potential for future business and government investments, as well as job creation. ‘Illinois may be on the verge of securing the largest technology project in its history—what is being labeled a “$20 billion, 150-acre quantum computing campus,” potentially anchored by Silicon Valley startup PsiQuantum, according to Crain’s Chicago Business. PsiQuantum, hot off an announcement that its receiving $600 million to build a manufacturing site in Australia, is reportedly considering two Chicago-area locations for the project, the business journal reports. ‘The proposed sites, the former U.S. Steel plant on the South Side and the former Texaco refinery in Lockport, are both under final review, with a decision expected soon. This initiative is part of a broader vision by Governor J.B. Pritzker’s administration, which pundits are referring to a modern-day Manhattan Project, to position Illinois as a leader quantum computing. ‘The initiative would initially create about 1,000 construction jobs and up to 500 direct jobs, including positions for hardware and software engineers. The project is designed to be accessible, with many positions requiring only associate’s degrees & specialized training. Additionally, the site would feature a cryogenic facility, essential for stabilizing subatomic particles used in quantum computing, which could cost between $300 million to $500 million. 'The selection of the former industrial sites is strategic, providing the necessary infrastructure for industrial-scale helium production, and the substantial water & power needed for the cryogenic process. The campus plans also include an R&D center to support the development of quantum [technology]. ‘The state’s investment in quantum technology is already considerable. Governor Pritzker’s administration previously allocated $200 million from Illinois’s capital budget to quantum initiatives, aiding in securing an additional $275 million in federal funding for local research projects. With another $500 million requested from the state legislature for further investment, Illinois is trying to make a push to become a federally recognized quantum hub, a designation that could bring up to $70 million in additional funding. 'The bet on quantum is not guaranteed. The Colorado quantum ecosystem is also making a play for that federal designation. Quantum computing, itself, is making profound progress toward practical uses, but it is uncertain as to exactly when that quantum practicality is achieved... There is also stiff competition within the quantum computing field with several quantum approaches being explored and exploited..'

I am pleased to announce the publication in Computers & Operations Research of a paper I coauthored with colleagues from Brazil and Redmond, titled “Obtaining the Grundy chromatic number: How bad can my greedy heuristic coloring be?” The paper addresses the Grundy coloring problem for simple undirected graphs, which involves finding the Grundy number—the largest number of colors achievable using the greedy first-fit heuristic. The paper introduces a new combinatorial upper bound for this problem and compares two integer programming formulations: a standard one and a formulation by representatives, which reduces symmetries by using representative vertices. Additionally, we propose a biased random-key genetic algorithm (BRKGA) to find heuristic solutions efficiently. Computational experiments demonstrate that the new upper bound often outperforms existing ones. The representative-based formulation generally performs better than the standard one, especially for denser graphs, while the BRKGA effectively handles large instances where the integer programming methods struggle.

New National Science Foundation (NSF) grant targets large language models and generative AI The goal is to provide U.S. researchers with access to cutting-edge LLMs within a transparent experimental platform that reveals the systems’ internal computations. NIST announced a new Assessing Risks and Impacts of AI (ARIA) program designed to "determine whether a given AI technology will be valid, reliable, safe, secure, private and fair once deployed" and inform the work of the AI safety Institute. Right now AI measurement is key, yet measurement is lacking. There are many hypothesized AI risks, but little tangible data. Efforts like this offer a step in the right direction, measuring how these systems interact with the real world and helping validate or dispel the many, many hypotheses steering the AI policy conversation. That said, to ensure both that any future regulation is well tuned, and the state agility needed to rapidly spot and solve AI challenges, we shouldn't just measure discrete system impact, but also the broader ecosystem. As Congress considers whether to formally establish and fund the AI Safety Institute (AISI) they should consider charging, and funding, the Institute to comission studies on AI trends, diffusion and impact in collaboration with relevant measurement and surveying agencies. The Bureau of Economic Analysis, Bureau of Labor Statistics, the U.S. Census Bureau, the Energy Information Administration, the Bureau of Transportation Statistics, the National Center for Education Statistics, and others all have a part to play in the AI transformation and should collaborate with the AISI to measure and ground emerging trends.
