Nathan Billy, MEd, LPC

Regional Director (Region 10)

Nathan Billy serves as the Region 10 Director for the Substance Abuse and Mental Health Services Administration (SAMHSA). He is a citizen of the Choctaw Nation of Oklahoma and has previously served as the Director of Behavioral Health Programs for the National Indian Health Board (NIHB) in Washington, DC, where he provided behavioral health policy and program support for all federally recognized American Indian and Alaska Native tribes. Prior to NIHB, he served his own tribe as both Deputy Director of Behavioral Health and as a Licensed Professional Counselor in residential treatment and recovery. His administrative and therapeutic experience includes a specific focus on substance use disorders, including prevention, treatment, recovery, and harm reduction initiatives; prevention of Adverse Childhood Experiences (ACES); domestic and intimate partner violence prevention; suicide prevention, intervention, and postvention; crisis response capacity building; and integrating behavioral healthcare in both clinical primary care and Tribal law enforcement settings.
